Employer: NIH/NIMH

Job Type: Full-time

Location: Rockville

Job Vacancy Announcement – Health Scientist Administrator (Program Officer)
Center for Global Mental Health Research (CGMHR)
Department of Health and Human Services (HHS) National Institutes of Health (NIH) National Institute of Mental Health (NIMH) Division of AIDS Research (DAR) Center for Global Mental Health Research (CGMHR)

Program Overview
The NIMH seeks exceptional candidates to fill the Health Scientist Administrator (Program Officer) position in the Center for Global Mental Health Research (CGMHR). The CGMHR coordinates the Institute’s efforts to generate knowledge that will improve the lives of people living with mental illnesses in low-resource settings worldwide. To support the achievement of the Sustainable Development and Universal Health Coverage goals, the Center is interested in increasing the body of evidence necessary to inform decisions concerning the adoption and scaling-up of evidence-based interventions in low- and middle-income countries (LMICs). The Center’s focus on expanding research in low-resource settings is driven by the need to address mental health care that is often inadequate, inaccessible, and of less-than-optimal quality. Attention to low- and middle-income countries reflects an understanding that the inclusion of diverse populations, communities, contexts, and researchers from across the globe can accelerate and enrich scientific advancements while helping to reduce mental health disparities globally. The Center’s focus on global mental health reflects an understanding of how the rapid movements of populations, global economic relationships, and communication technologies have created more permeable borders and new forms of interconnectedness among nations and people. These trends require and enable researchers to address the variations in incidence, prevalence, and course of mental health and mental disorders across diverse populations using a global perspective.

Position Duties
The position involves professional responsibility for administering federal grants program of basic and applied research related to public health that requires an extensive, professional scientific background typically obtained by meeting the requirements of a Ph.D. in an appropriate field, followed by relevant post-doctoral research.
CGMHR is looking for an individual to lead its health services research portfolio. This program supports the study of how social factors, financing structures, payment mechanisms, organizational arrangements, human resources, and personal behaviors affect global mental healthcare’s supply, demand, and outcomes.

Qualifications
Candidates should have a solid academic history, extensive training, and experience in research areas critical to the NIMH mission. Applicants must have a Ph.D. and/or M.D. degree (or equivalent) and a minimum of four-five years of post-doctoral and/or professional experience in those fields.

How to Apply
This is a pre-announcement. The official announcement will be available through
www.usajobs.gov from September 21, 2022, through September 30, 2022. Interested parties
should also send a letter of interest, including a curriculum vitae, to
NIMHsearch@mail.nih.gov and Dr. Leonardo Cubillos, Chief, CGHMR at
leonardo.cubillos@nih.gov.
Interested applicants are strongly encouraged to visit the NIH Federal Resume Tips website for
guidance on creating a federal resume.

Benefits
The Program Officer will be appointed at a salary commensurate with their qualifications and
experience. In addition, full federal benefits, including leave, health and life insurance, long-term
care insurance, retirement, and savings plan (401K equivalent), will be provided.

COVID Vaccination Status
Federal agencies may request information regarding the vaccination status of selected
applicants to implement other workplace safety protocols, such as protocols related to masking,
physical distancing, testing, travel, and quarantine. Employees providing healthcare or services
supporting healthcare (Healthcare Workforce) may be required to receive a COVID-19 vaccine
because they are expected to perform duties that put them in contact or potential contact with
patients. We may request COVID-19 vaccination and other vaccination documentation from
Healthcare Workforce personnel at any point during the onboarding process or at any time
during your employment with NIH.

HHS and NIH are equal opportunity employers.

The NIH is dedicated to building a diverse community in its training and employment programs
and encourages the application and nomination of qualified women, minorities, and individuals
with disabilities.
