The PROGRAM

Adult Forensic Behavioral Health (AFBH) is a division of Alameda County Behavioral Health. AFBH is located in the Santa Rita County Jail, in Dublin.

AFBH is responsible for the provision of mental health services to individuals in the custody of the Alameda County Sheriff’s Office. The goal of AFBH, in collaboration with jail partners, is to identify and assess individuals in need of behavioral health services, provide continuity of care, alleviate psychiatric symptoms and prevent relapse, and provide discharge planning and connection to supportive community services. AFBH staff collaborates and cooperates with the staffs of the Sheriff’s Office and Wellpath (medical provider) in order to ensure communication and understanding regarding individuals’ mental health needs.

The AFBH team consist of the AFBH Director, Behavioral Health Clinical (BHC) Managers, BHC Supervisors, licensed and unlicensed clinicians, psychiatrists, mental health specialists, administrative support staff, and program specialists.  

AFBH offers great opportunities for clinicians to further develop their clinical skills, and work with a population in great need of dedicated support and services. Clinicians’ complete diagnostic assessments develop initial and on-going treatment plans, crisis intervention and suicide prevention, provide supportive follow-up, work closely with AFBH’S partners both in the jail and in the community, provide discharge planning, and participates peer reviews. All AFBH clinicians receive general training as well as specific forensic training. Clinical supervision for all registered associates is available.

AFBH’s MISSION

The mission of AFBH is to provide all necessary mental health services to individuals in the custody of the Alameda County Sheriff’s Office. Services are voluntary and are delivered in a respectful and expedient manner. Services include, but are not limited to, assessment, crisis intervention, ongoing treatment, monitoring of individuals with serious mental illnesses with the goals of de-escalating and/or stabilizing mental conditions and preventing adverse outcomes such as the worsening of mental conditions and/or suicide, and discharge planning. AFBH staff work in collaboration with the jail medical provider, Wellpath, and the sheriff’s staff to deliver services that meet all regulatory and accreditation standards for mental health care.

SERVICES PROVIDED BY AFBH

  • MENTAL HEALTH SCREENING

All individuals booked into the jail are screened for mental health services by AFBH screeners in the Intake Area. If identified as having behavioral health needs the individual is referred to appropriate follow-up services by AFBH or other resources within the jail setting.

  • CRISIS INTERVENTION

On-site: respond to urgent calls from deputies/nurses, de-escalation for clients in crisis, develop plan and next steps which may include hospitalization for individuals who meet W&I 5150 criteria. 

On-call: When there is no AFBH staff on-site, an AFBH clinician is on-call and can be reached by deputies and nurses by phone to assist with urgent mental health matters. On-call premium applies.

  • SUICIDE PREVENTION

All clients are assessed for risk of suicide; staff are trained in identifying risk factors specific to the jail     environment, those at risk may be placed in specialized housing and will receive additional supportive services from AFBH staff. 

  • ONGOING TREATMENT/PLANNING

Includes follow up with clients, referrals within the jail environment, and collateral contacts with family        providers and jail staff. AFBH will work with client towards their identified goals and continued assessment for safety and symptom management.

  • DISCHARGE PLANNING/ CONTINUITY OF CARE

Discharge planning starts day one; AFBH staff work with clients to help them plan for discharge, identify resources and provide referrals and warm-hand offs when able. 

 

AFBH operates 7 days a week, from 7:00AM to 11:30PM; staff are expected to be available for assignments during these hours.

MINIMUM QUALIFICATIONS:

(BHCI/BHCII) EDUCATION: Possession of a Master’s degree from an accredited school in social work, marriage and family therapy, psychology, counseling, nursing or related field; AND,

(BHCII) EXPERIENCE: The equivalent of six-months of full-time post license experience as a behavioral health/mental health clinician providing clinical and/or case management services.

(BHCI) LICENSES/CERTIFICATION: Possession of a valid registration as an Associate Social Worker, Marriage and Family Therapist Intern, Psychological Assistant, or Associate Professional Clinical Counselor from the applicable licensing authority: California Board of Behavioral Sciences or California Board of Psychology.

(BHCII) LICENSES/CERTIFICATION: All incumbents at the Behavioral Health Clinician II level must possess a valid clinical license from the applicable licensing authority: California Board of Behavioral Sciences, California Board of Psychology, or California Board of Registered Nursing.

Extra Help/Services-as-Needed (SAN) Appointment

An appointment from an eligible list to a position which is filled seasonally or for irregular periods of time, is a services-as-needed (SAN) appointment. SAN appointments are subject to a probationary period. After satisfactory completion of the period of probation, SAN appointees gain tenure for SAN employment. The scheduling of work for SAN employees shall be based upon the needs of the department, as determined by the department head.

Additional information regarding Extra-Help (SAN):

  • Workday is a payable status, but a holiday is a “benefit.”  SAN employees do not receive holiday pay.
  • SAN employees receive county paid benefits if they work more than part-time in a Pay Period (every two weeks).
  • SAN employees do not receive Cost Of Living Adjustment (COLA) increases.
