San Mateo County Health, Behavioral Health and Recovery Services (BHRS) division is seeking well-qualified individuals for the position of Clinical Services Manager II – Behavioral Health Housing Interventions.  
 
This full-time permanent Clinical Services Manager II will serve as a strategic and technical subject matter expert responsible for overseeing a key emerging priority area for BHRS. The position will be responsible for successful implementation of Proposition 1 Behavioral Health Services Act (BHSA) Housing Interventions requirements and other housing-related strategies for individuals living with serious mental illness and substance use disorders. This role will lead and support BHRS teams with mapping and documenting the current state of behavioral health housing workflows, systems and processes to inform changes and decision making required to support improvement of client outcomes and increased access to permanent supportive housing. The Clinical Services Manager II will collaborate with clinical and operational leadership, data analysts, consultants, community-based providers, managed care plans, housing and homeless service providers, and other key stakeholders to ensure that implementation solutions lead to a seamless experience for the most vulnerable behavioral health clients. 

The ideal candidate will possess:

  • Demonstrated expertise in implementing Housing First principles and evidence-based housing interventions to support behavioral health clients.
  • A proven record of success in behavioral health program supervision and oversight
  • Collaborative, hands-on leadership abilities, with capability of guiding change management, implementing new and innovative solutions, ensuring regulatory compliance, and improving clinical efficiency and client care.
  • Experience collaborating effectively for system-level coordination with other county departments, housing developers, service providers, health jurisdictions, and other stakeholders.
  • At least five (5) years of increasingly responsible experience in behavioral health systems, clinical operations and stakeholder engagement and coordination, including two (2) years in a supervisory or lead capacity.
  • Knowledge of public sector behavioral health systems, Medi-Cal billing, and state regulatory reporting requirements is preferred.

About Canyon Vista

Canyon Vista is one of several housing projects that supports behavioral health clients.   Canyon Vista is located on the Cordilleras Health and Healing Center Campus in Redwood City.  Telecare provides onsite support for the residents, and Abode oversees property management.   Canyon Vista consists of 57 co-housing units, 27 permanent units and 28 transitional units.  The transitional units includes 15 dedicated Behavioral Health Bridge Housing units.

Examples Of Duties

Implementation of housing intervention strategies duties may include, but are not limited to the following:

  • Ensure the successful implementation of Proposition 1 BHSA Housing Interventions requirements, utilizing county allocations to provide housing and housing-related services for the target populations.
  • Lead and manage all behavioral health housing interventions and supportive housing programs ensuring an integrated approach to addressing housing for adults and youth and their families living with living with serious mental illness and/or substance use disorders.
  • Facilitate stakeholder meetings and annual planning for the BHRS Housing Operations and Policy Committee (HOP) and the Change Agent Housing Heroes committee. 
  • Partner with county housing entities including the San Mateo County Department of Housing, Housing Authority and the Human Services Agency, Center on Homelessness and Continuum of Care stakeholders to ensure a strategic approach to housing behavioral health clients. 
  • Provide oversight and planning for behavioral health support needs connected to permanent supportive housing settings for behavioral health clients.  
  • Engage and partner with public benefits and support services to build effective referral processes, streamline applications, align with managed care plans’ CalAIM Community Supports benefits, support client legal supports, and participate in the development of a local Flexible Housing Subsidy Pool for transitional housing supports.
  • Oversee the implementation of relevant grants and tracking of deliverables (e.g., Behavioral Health Bridge Housing), including coordinating with internal stakeholders to gather data, project details, and budget information needed for the application process.
  • Attend relevant meetings, homeless taskforces, trainings and other opportunities to support system-level coordination with homelessness response efforts including coordinated entry, homeless outreach teams, emergency shelters, and rapid rehousing. 
  • Prepare regular reports on progress, challenges, and outcomes for internal leadership, local advisory boards and accountability and state-required performance tracking. 
  • Assist with behavioral health housing contract development, renewal, modifications, and monitoring to ensure compliance with planning requirements (emergency and contingency planning, housing first principles), performance, fiscal, and reporting requirements.
  • Liaise with grant administrators and state agencies to address requests for clarifications, supplemental materials, or site visits as requested.
  • Identify and conduct site visits of properties that meet funding criteria, property condition, accessibility, and compliance with programmatic/organizational requirements, focusing on suitability for individuals with significant behavioral health needs. 
  • Collaborate with the housing developers, realtors, and local partners to secure viable housing options and maintain records of all scouted properties.
  • Develop strategies for improving efficiency and reducing duplication, e.g., co-locating staff, joining case conferences, mapping out resources, local housing programs, contacts, rental subsidy programs and funding.
  • Join pipeline groups for permanent supportive housing projects in development or other opportunities to engage with housing development and operations entities including property managers and developers, local housing departments, landlord incentive programs and tenancy support services. 
  • Identify effective strategies for client placements and eviction prevention, maintaining unit inventory and mapping of subsidy programs and application cycles.
  • Oversight of daily operations and supervision of other BHRS programs and contracts as assigned.

Qualifications

Licensure/Certification

  • Requires possession of a clinical license in psychology, social work, nursing, marriage and family therapy or the equivalent.

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:
 
Clinical Services Manager II – Mental Health: Three years of increasingly responsible experience in a mental health or related health services program, including at least two years of significant responsibility for one or more of the following:  program and budget development, funding, utilization, coordination of community resources or program evaluation.
 
Knowledge of:

  • Principles and practices of public administration, and program management, including planning, implementation, evaluation and reporting.
  • Principles and methods of community mental health services, including current trends in education, research, treatment, prevention and related issues.
  • Laws, codes and regulations governing community mental health care and knowledge of County, state and federal legislative developments applicable to contemporary mental health issues.
  • Organizational, personnel and fiscal management within a multi-faceted, community-based program setting.
  • Community resources and public/private services and funding sources.

 
Skill/Ability to:  

  • Identify and analyze complex community mental health issues and problems.
  • Plan, organize, and coordinate programs and services on a comprehensive, county-wide level to meet community needs.
  • Integrate a variety of activities and services to achieve program goals, objectives, and priorities.
  • Apply principles and techniques of community organization.
  • Speak effectively to diverse audiences, including clinical, professional, civic and citizen groups.
  • Maintain cooperative working relationships with other program managers and staff, other agencies and the community; enlist and mobilize community support for programs.
  • Prepare complex and detailed written reports, program policies, procedures and contracts.
  • Train staff and coordinate activities of contractors, volunteer groups and staff.
